The work described in this paper is part of the IROMEC project (Interactive Robotic Social Mediators as Companions) that recognizes the important role of play in child development and targets children who are prevented from or inhibited in playing. The project investigates the role of an interactive, autonomous robotic toy in therapy and education for children with special needs. This paper specifically addresses the therapeutic and educational objectives related to children with autism. In recent years, robots have already been used to teach basic social interaction skills to children with autism. The added value of the IROMEC robot is that play scenarios have been developed taking children's specific strengths and needs into consideration and covering a wide range of objectives in children's development areas (sensory, communicational and interaction, motor, cognitive and social and emotional). The paper describes children's developmental areas and illustrates how different experiences and interactions with the IROMEC robot are designed to target objectives in these areas

    Do Financial Incentives Encourage Welfare Recipients to Work? Evidence from a Randomized Evaluation of the Self-Sufficiency Project

    This paper reports on a randomized evaluation of an earnings subsidy offered to long-term welfare recipients in Canada. The program -- known as the Self-Sufficiency Project (SSP) -- provides a supplement equal to one-half of the difference between a target earnings level and a participant's actual earnings. The SSP supplement is similar to a negative income tax with two important differences: (1) eligibility is limited to long-term welfare recipients who find a full-time job; and (2) the payment depends on individual earnings rather than family income. Our evaluation is based on a classical randomized design: one half of a group of single parents who had been on welfare for over a year were eligible to receive the SSP supplement, while the other half were assigned to a control group. Results for an early cohort of SSP participants and controls suggest that the financial incentives of the Self-Sufficiency Program increase labor market attachment and reduce welfare participation.

    Welfare benefits and family-size decisions of never-married women

    Since the 1970s, the out-of-wedlock birthrate has been increasing rapidly in the United States and has prompted several states to propose (and in some cases, enact) legislation to deny access to higher AFDC benefits for families in which the mother gives birth while receiving AFDC. The authors investigate whether AFDC benefit levels are systematically related to the family-size decisions of never-married women. Using a Poisson Regression model, applied to Current Population Survey data from the years 1980-1988, they find that the basic benefit level positively influences family size for white and Hispanic women, but not for black women. Incremental benefits for larger families, however, do not affect family-size decisions, suggesting that reducing (or eliminating) this differential will not necessarily reduce the number of illegitimate births. The basic benefit level positively affects the family-size decision of high school dropouts, but not of high school graduates. This suggests that to discourage nonmarital births, policymakers should consider altering the AFDC benefit structure in such a way as to encourage single mothers to complete high school. However, being a high school dropout might be a proxy for some other underlying characteristic of the woman, and inducing women to complete high school who otherwise would not might have no effect whatsoever on nonmarital births.

    KASPAR in the wild - Initial findings from a pilot study

    This extended abstract describes the initial pilot work when evaluating the use of the UH Humanoid Robot KASPAR in a specialist nursery for children with social and communication disorders. Staff and volunteers at the nursery were trained in the use of KASPAR and are currently using KASPAR in their day to day activities in the nursery. This paper focuses on the design and results from the initial interviews with the participants. Results high-light the challenges of transferring experimental technologies like KASPAR from a research setting into everyday practice

    Have Welfare-To-Work Programs Improved Over Time In Putting Welfare Recipients To Work?

    Data from 76 experimental welfare-to-work programs conducted in the United States between 1983 and 1998 are used to investigate whether the impacts of such programs on employment had been improving over time and whether specific program features influencing such changes can be identified. Over the period, an increasing percentage of control group members received services similar to those offered to program group members. As a result, differential participation in program service activities between program and control group members decreased steadily over time. This reduction in the net receipt of program services tended to reduce the impact of these programs on employment. However, the negative influence of the reduced incremental services was offset by other factors that resulted in program impacts remaining essentially constant from 1983 to 1998.
